New York State Home Improvement Program Supports Low-Income Homeowners

The Targeted Home Improvement Program (T-HIP) is overseen by the New York State Department of Homes and Community Renewal (HCR) and it aims to provide support to low- and moderate-income homeowners in economically disadvantaged areas.

The T-HIP program targets regions with a history of housing discrimination and segregated living patterns, offering financial assistance to address critical repairs and enhance housing quality and safety.

T-HIP Local Program Administrators and Funding Allocation

T-HIP designates local program administrators in selected regions to oversee the distribution of funds and implementation of the program. Organizations such as the Affordable Housing Partnership of the Capital Region, the First Ward Action Council in Binghamton, and Home HeadQuarters in Syracuse have been chosen to administer T-HIP in their respective communities. An allocation of $33.55 million will support approximately 909 homeowners in making necessary repairs and improvements to their homes.

T-Hip Eligibility

To qualify, the total household income must not exceed 80% of the area median income. Homeowners who meet the eligibility requirements can receive up to $40,000 per household to cover the costs of various home repairs, which may include but are not limited to, ADA improvements, roof repairs, addressing code violations, and utility upgrades.

Homeowners interested in participating in the program can easily access necessary forms and instructions on the HCR website. Standardized forms such as the T-HIP Participant Written Agreement, Homeowner Application, and Declaration of Interest in Property have been provided to streamline the application process and offer clear guidelines for homeowners seeking assistance.
